NIST's BLCC performs economic analysis of capital investments in buildings and building systems: it computes the life cycle cost of two or more alternatives to show which is more economical in the long run, and calculates net savings, savings-to-investment ratio (SIR), adjusted internal rate of return and payback. It is especially useful for alternatives with higher first cost but lower operating cost, such as energy and water conservation and renewable energy projects. Suited to building services engineers, energy consultants and asset managers. Limitations: the web version is still labelled BETA and the Windows desktop version has been retired; default assumptions such as discount rates and energy prices follow US federal rules.
