GeoServer publishes spatial data from a database or files as open standard services — WMS for maps, WFS for vector data, WCS for raster and WMTS for tiles. Any software that reads those standards, from QGIS to ArcGIS to a web page, connects directly.

In an engineering context this is what lets an office publish one utilities layer that everyone reads from, instead of emailing files and discovering everyone holds a different version. It also bridges a PostGIS database to the tools used in the field.

It is installed on your own server and needs someone to maintain it.
