LeoCAD is a CAD environment for building models from virtual LEGO bricks, with the LDraw library of more than 10,000 parts and full support for LDR and MPD files. You can build large models, split them into submodels and produce step-by-step building instructions. It is an educational and hobby tool, not an engineering one: it suits teaching children and students spatial thinking, 3D design and assembly order, and teachers and robotics clubs. It has no free dimensions, materials or export to engineering drawings.
