OCRmyPDF
Download from the vendor ocrmypdf.readthedocs.io

A command-line tool that runs optical character recognition (OCR) on a scanned PDF and places the recognised text beneath the image, so you can search and copy without changing how the page looks. It produces PDF/A for archiving, deskews and rotates pages, compresses images and uses all CPU cores for batch processing. It is built on the Tesseract engine with support for over 100 languages. There is no graphical interface, and on Windows Tesseract and Ghostscript must be installed first.
