Open IFC Viewer from the Open Design Alliance opens IFC 2×3 and IFC 4, showing the model tree and properties, sections, measurements and element isolation. It is built on ODA’s IFC engine — the same engine behind many commercial products — so it also reads files other viewers choke on.

Its practical advantage over the other viewers here: it is the only one that also runs on macOS and Linux, not only Windows.
