PDAL

A library and command-line tools for translating and processing point clouds, similar to GDAL but for LiDAR and scan data. You build a pipeline of stages — read, remove noise, classify ground, crop by polygon, thin and convert — and run it on one file or hundreds. It is useful for producing terrain models from scans, processing drone surveys and converting between formats. There is no graphical interface; expect to work on the command line or in Python.
