PDFtk comes in two free parts: PDFtk Free, a simple Windows GUI for merging and splitting files, and PDFtk Server, an open-source command-line tool. It merges and splits documents, bursts a PDF into single pages, rotates pages, applies stamps and watermarks, fills forms from FDF or XFDF data, encrypts, attaches files and attempts to repair damaged files. It suits scripting the production of drawing sets and reports. Limitation: the free GUI only merges and splits; everything else is done on the command line.
