REW turns a laptop and a measurement microphone into an acoustic measurement system: it generates a sweep, records the response, and returns frequency response, reverberation time by band (RT60, T20, T30), clarity and speech intelligibility, and a background noise spectrum against NC and NR curves.

In engineering that is useful well beyond auditoria: checking background noise in an office or classroom, diagnosing resonance in a plant room, and measuring the effect of acoustic treatment before and after. It also includes modal calculators for rectangular rooms and simulation of absorber effects.

What is missing: the software is entirely free but not open source, and reliable measurement needs a calibrated measurement microphone.
