PDF-XChange Editor is a fast PDF reader and editor for Windows with hundreds of tools, about 70% of which (257 of 402) are free without restriction. In free mode you can mark up and comment on drawings, use scaled distance and area measuring tools, fill forms, add stamps and search text — very useful for checking drawings and designer comments. Important limitation: using a licensed (paid) feature, such as some editing and page tools, adds a watermark to the saved file, so check which tools are marked as licensed before using them.
